I know it has something to do with retired players but don't know why.

It has to do with disability. Many former NFL'ers have suffered sever concussions during their careers and do not have the money to take care of medical expenses.

The NFL - management and the union are not taking care of their own, so Congress has decided to step it.

The NFL players union could have avoided this if they'd have let retired players be part of the union. Football players know what they do is dangerous, and their lifespan will be significantly shortened by playing this sport. However, when the sport is brining in billions of dollars and you're too poor to avoid your meds, and you are part of the reason the sport is now popular, you need to ask someone to help you. So, the USA steps in.

Because it is a monolopy and the owners get too much money each year.
Pension fund has like $1 billion dollars for a possible strike.
They are not attending to the players that built the league
