Are my coils frozen and how to fix?

If the FAN in the outside condensing unit does not run then you need to replace it.
If you're freezing up, it could be a bad BLOWER motor inside, dirty filter/evaporator coil, or low on freon

If the indoor blower isn't blowing air, the motor or capacitor may be dead, or the system has blown a breaker/fuse. You may also have a clogged filter or blocked indoor coil. If you've checked the breakers/fuse panel and replaced your filter, and the problem isn't fixed, call a repair company.

Either there is a tripped breaker, or a bad fan motor.
