no, first sentence is present tense. second sentence is past tense. please rephrase as follows:

present tense:
He wants to close his weary eyes and have? (take is better) a trip to dreamland. BUT WHEN he SEES some homeless people sleeping On the moist, wet ground, HE realizeS he couldn't do that.

past tense:
He wantED to close his weary eyes and have? (take is better) a trip to dreamland, BUT WHEN he saw some homeless people sleeping On the moist, wet ground, HE realized he couldn’t do that.

Your question is worded awkwardly. If you asked, "Are the tenses of these sentences consistent?" then the answers provided by others that say NO- the first is present tense and the other is past tense would be accurate.

However if you are asking of each sentence maintains a single tense, the answer is yes. The first sentence maintains the present tense, and the second maintains the past tense.

No its not.
The first sentence is in the present tense - "He wants" not "He wanted" which would be past tense. The second in the past tense - "He saw...he realized"
To make the second the same as the first it should read "He sees........and he realizes he can't do that"
