According to Wikipedia:
1. Structural functionalism also known as a social systems paradigm is a sociological paradigm which addresses what social functions various elements of the social system perform in regard to the entire system. Social structures are stressed and placed at the center of analysis, and social functions are deduced from these structures.
2. Social conflict theory is a Marxist-based social theory which argues that individuals and groups (social classes) within society have differing amounts of material and non-material resources (the wealthy vs. the poor) and that the more powerful groups use their power in order to exploit groups with less power. The two methods by which this exploitation is done are through brute force and economics.
3. Symbolic interactionism is a social constructionist approach to understanding social life that focuses on how reality is constructed by active and creative actors through their interactions with others.

First Question:
I would say approach 1 would focus on the strength of social structures in the various states that may provide support to individuals in crisis and affect the suicide rates (this might be measured in terms of resources spent per capita on crisis outreach, or the number of churches or mental health programs); approach 2 would focus on the disparity between political or economic groups, classes and populations in the states, and somehow relate that to the suicide rate; and 3 would focus on how individuals act and make decisions in their relationships to explain differences in suicide rates.

Second Question:
I think 3 is too hard to measure, study or quantify on a state to state level, as it is very subjective on a personal/cultural level; 2 would be hard to prove that it is affecting the suicide rates as either a direct cause or indirect factor; so my best guess is 1 is the easiest way to show a correlated pattern between suicide rates and a measurable provable difference between the states -- such as how much money is spent on mental health outreach or how many facilities or staff is available per capita, or how many resources are invested in therapy, counseling etc.

Personally, I believe that suicide rates would be most affected by spiritual support and connectedness among people and community. This is affected by cultural and also religious community connections, but can also be assisted by networking for personal support beyond geographic boundaries. So frankly, I don't see how you could measure that in terms of state-by-state demographics or statistics.

Although I believe that the 3rd approach would reveal the real reasons and factors, the statistics you quote seem to be aimed toward the 1st approach, of looking at social structures, not individual relationships.

you answered your own question if you didn't have sex then you can't get pregnant. They still have sex ed in school right?
