Latex paint is water soluble, so just use standard soap & water. Sometimes the pigments in the paint get trapped in under the fingernails, & other cracks in the skin, so I use a hand scrubbing brush in that case. It should't be too difficult to wash off latex paint.
If you are having a lot of trouble then it's probably NOT latex paint you are dealing with.

well tell him to quit painting with his hands and use a brush... but yea hot soapy water will take latex off just about anything but if he is having some serious trouble use some gasoline or turpintine (paint thinner, mineral spirits) anything like that

Good old soap and warm water with a scrub brush.
OIl base needs Turpentine or Mineral Spirits to remove the stuff.Sometimes Vegetable oil will work also

If it won't peel or rub off, then attempt rubber cement thinner (no longer the cement itself, however the thinner!). you will get some at an artwork grant shop. try it on a small, inconspicuous section first, in case the thinner takes to the air any of the dye interior the leather-based. Use a cotton swab. however the suited advice i grants you is to flow to a consultant leather-based cleanser to have it dealt with. they are going to be attentive to what can and could't be executed to the handbag.

Hot soap and water works..
But for quick clean up of stubborn paint, get some GoofOff wipes... Some say baby wipes and those hand sanatizing wipes that you get at a BBQ work well too...

I use Lava soap to get paint off of my hands. However, anymore, I wear gloves when I paint.

Soap and water, and lots of scrubbing. I agree, it can be annoying: I had to do that a lot while helping my grandmother paint her dining room.
