A. Peter Minuit (1580-1638), of the Dutch West India Company, purchased Manhattan Island in 1626, buying the land from local Native Americans for $24.

Other choices:
B Caecilius Calvert, 2nd Baron Baltimore (1605-1675), and first proprietor of Maryland, established the colony in 1632 as a refuge for English Roman Catholics.

C. Roger Williams (1603-1685), co-founder of Rhode Island (along with Anne Hutchinson), established either the first or second Baptist Church in the American colonies and was an early proponent of the Separation of Church and State, eventually leading to the non-establishment clause of the first amendment to the US Constitution. Williams settled in Rhode Island in 1636.

D. James Oglethorpe (1696-1785), a philanthropist, established the colony of Georgia in 1732 as a home for debtors as well as a buffer between the other English colonies and Spanish Florida.

and the other three founded their colonies (Maryland, Rhode Island and Georgia, respectively) for religious and/or humanitarian reasons.
