whats the easiest way to do this without a calculator? lets say 18% of $67

This sounds like someone trying to calculate a tip in their head. The pencil-and-paper multiplication isn't difficult, and the above answerers have done that fine. I'll do a more mental-calculatable route.

18% is nearly 20%. 20% is easy. It's just double 10%, and 10% is just moving the decimal place over. So 20% of $67 is 2*$6.7 or $13.4. That gets us in the right ballpark.

To refine it to the exact value, we note that 18% is now 10% less than 20% (ie 0.9*.2 = 0.18). So subtract $13.4-$1.34 = $12.06
