Move everything that doesn't contain an x to the right side of the equation by subtacting.
3x + 6y + 9 = 0
-.......6y - 9 = -6y - 9
3x + 0 + 0 = -6y - 9
3x = -6y - 9

Then divide by the appropriate number to isolate x. In the first problem, you'd divide by 3. You will get x = -2y -3, and you're done. Try doing the other two problems like the first one.

3x+6y+9=0
6y = -3x - 9
y = -3x/6 - 9/6
y = -.5x -1.5

-2x+6y-4+0
6y = 2x + 4
y = 2x/6 +4/6
y= (1/3)x +2/3

-4x-2y=0
-2y = 4x
y = -2x

if you mean y=mx+b format, isolate y by moving eveything else to the other side, remember to switch the signs, then divide by y's coefficent, or the number in front of y, to get the equation into y-mx+b format
