Are there any programs in place to support them, and are they good enough? What role does or should the government have in handling the things can cause unemployment, such as immigration or companies manufacturing overseas?

The responsibility of the government is to preserve the rule of law, enforce contracts, jail fraudsters, and generally create a climate in which the buying and selling of labor - like any other good - can be conducted fairly, legally, and above board.

I flipped through my pocket constitution and could not find anything referencing the government taking peoples money and subsidizing someone else who has lost their job.

I believe there are private charitable organizations for that sort of thing.
