Which school? Chesterfield has at least 15 large suburbs with schools so I need more info if I am going to try and help you. I've lived here all my life, so will do what I can for you.

"let permanently" == you mean "buy" ?

No landlord in his right mind would write a 'permanent' rental contract ... check out laws relating to Tenant Rights

These days it's 6 months or 1 year (most contracts are renewable, but after each year your 'rights' start again .. and the rent can go up and if you don't like it, you move out...)

Contact the local council, you may have to wait but once you are offered a home, it will be yours providing you keep paying the rent and are not anti social.
