I am concerned that you are worried about swimming with your family. Is is the look or your swimming skills?
No matter, please go and swim with your family and enjoy your time together. You can wear anything you feel comfortable wearing...you probably look just fine.
I like the fact that you are obviously a nice person.

I think it would look a little silly to wear any kind of shorts under it. I know it's comfortable, but I think it's better if you find something with a longer skirt that you're comfortable in without shorts, or something with no skirt and swim shorts.

I bought one a few years ago right after having a baby...it was fine to swim in, but I hated the way the dress would cling to my body when I got out of the water, showing all the lumps and bumps I had...after it dried off it looked fine, almost like a cute little summer dress.

No, for swimming, a skirt weighs you down. Its better for tanning and lounging. I would recommend buying a small sari or wrap to wear when you're not in the pool.

Yes they are very comfortable. You can also try two piece swimsuits with a skirt bottom and tank top. Many different styles available online, Target, WalMart

If you will be uncomfortable or self-conscious about it, definitely wear shorts. Just make sure they don't stick out past the hem of the dress.
