cuz she's young and rich and obviously thinks she's above the law. And when you have that much money, you practically are (see paris hilton).
She probably has done it before and not been caught, so thought she could do it again.
Rich people surround themselves with "yes-men", meaning that they always tell you your right just to kiss your a s s, cuz your the one with the money. Who wants to tell your "rich" friend no and get booted from the circle? And anyway, its freakin' hard to get the keys from a drunk/drugged person who is determined to drive, even if you wanted to. They get super obstinate and have the lack of pain thing going on so it can be a serious battle if you try. Most good friends will do it anyway, but a s s kissers, probably not.

Because her parents suck. That is not being rude either. Just telling the truth. According to what you see in the media. The little rich girls in hollywood do whatever they want. Noone ever mentions that Ms. Lohan is underage, yet gets served in all of the clubs she goes to. So, if there is no consequence to her going to clubs underage and throwing tantrums on a movie set, what would stop her from breaking the law?
