I do not think it goes by administration but rather by term. We are already seeing the impact of the tax cuts from Bush's first term. We saw the impacts of Clinton's economic bubble burst in beginning of Bush's first term.

We are still hurting from a lot that Clinton pulled off:
The taxes he put on gasoline are still there.
The nuclear secrets he gave China for a million dollars in Campaign Money.
He's got the little girls all giving BJ's. (Maybe that's good.)
The Freaky Federal Judges that Clinton & Carter put in will still be there why many of us have died.
