Nope, Yertle is a minor role in the court scene. But any role is a good role, right? It's a fun show! The link below has a synopsis, describes each character and voice part, etc.

No. He's in the court scene at the end of the show when Horton is put on trial for being crazy.

The largest roles are:
Horton
Mayzie
Gertrude
The Cat
Jojo

There are a lot of other large non-leads, such as Horton's parents, the trio of birds, the Sour Kangaroo, but I wouldn't call them leads.
