A few days ago while @ Walmart we noticed that a man in an unmarked truck (with red police-like lights) on top was driving around in civilian clothes putting tickets on cars if they were parked incorrectly in a handicapped zone. Last night my mom was in a hurry to go to Walmart due to something important being left in there and accidentally didnt put her handicapped placard on the rearview mirror. When we came out an orange and white ticket was sitting on our windshield from the Municpal Court. This man was not a police man and had a normal truck and clothes? Is this legal for him to do this? And also, if my mom shows proof of her handicapped placard to the judge will he dismiss her ticket?

All of these questions depend on your municipal code.

I suspect that they have some way of legally deputizing a security guard to give tickets for illegally parking in a handicapped space.

I also suspect that having a handicapped permit that the security officer "FAILED TO NOTICE" is a perfect defense.

It may well be legal. here in NC, the city has decided to use civilians to enforce handicapped parking regulations. Frankly, it's about time.

As for your mother's case, she would have to satisfy the judge that:
a) She has a placard - not difficult and
b) She was one of the occupants of the vehicle at the time. I'm not sure how you go about proving that.
