I'm working on cleaning up my technique but every now and then my shouldres pop up so do you have any tips on keeping them down? thanks

Don't forget to exhale. Rotate the upper arms and shoulders back (exactly how that might depend on style ). Feel the muscles underneath your shoulder blades doing some work. Think long back. Feel the stretch at the base of your neck where the collar bone is.

Posture is everything. Pull your head up, and slightly roll your shoulders back! Just be sure to stand very tall. You will feel like you neck looks too tall and you look funny but it's just how it should be!

I not sure but when i dance I'm totally relax so do that or you can ask to your teacher who teaching you dance more help full

make sure you are totally relaxed there and keep your focus on the relaxation the whole time.

relax your neck...it will keep your shoulders down.... remember always look up....not extremely up but tilted up...think tall.
