Whose topless? the patient or the worker? If the patient is topless, that is standard procedure. However, the worker better not give intimate or breast massages. If the worker is topless, then you have a different story. That would probably fall under the category of adult entertainment and have the proper restrictions. As long as there is no solicitation going on, it will probably be allowed.

it all depends on the license the establishment has, sometimes that is the way they do it is by having you topless, can they be no.
