Well it depends on what kind of fast you are referring to.
the Hp could be tested for engine speed or some thing mechanical...if it is in a car heck yea it is fast. . .but with hp you will need special parts to help support that mass of Hp.
At the point of 568hp it's to rip things to shreds...so bottom line is that yes it's fast but there is a lot of things that are important for the success of that big displacement.

In the 1/4 mile? Depends on the weight of the car, but 9 to 10 seconds for an average driver with an average suspension setup.

How fast? HP does not refer to speed speed is achieved from a number of things in the application gearing (rear end and transmission),torque,weight so this answer really can't be answered acurately

super fast in a honda civic, fast in a minivan, not so fast for a firetruck with a full tank of water.
Supergas cars weighing about 2800 pounds with 600hp do about 9 sec. 1/4 miles track times with the right tires etc etc.

weight and air resistance, drag of air on object, if your talking about a semi, probably not super fast, if your talking about a speed boat = fast, sports car =fast airplane = na dude.
