Yes. For example, President Jimmy Carter Carter continued his predecessors' policies of imposing sanctions on Rhodesia. Following the election of Bishop Abel Muzorewa as Prime Minister, he protested the exclusion of Robert Mugabe and Joshua Nkomo. Pressure from the United States and the United Kingdom prompted new elections in what was then called Zimbabwe Rhodesia (now Zimbabwe), which saw Robert Mugabe elected as Prime Minister. Following the election, sanctions were lifted, and diplomatic recognition was granted.

adam is mostly correct. although not every country has this. surely if saddam hussein had left iraq and spent a few weeks in italy on vacation in 2002 he would have been arrested and sent to the hague rather than hanged. i'm glad the way things turned out for him. although, im many countries the diplomatic recognition is with the prime minister rather than the president. many countries have a president with little or no power, but they are officially treated as if they really do have diplomatic recognition

Yes, the chimp is a diplomat just because of his title. I'd love to see his recognition be ignored in some out of the way country - he possibly could not get home - or better yet, they put him in jail because of his being an idiot!

Yes, the president does have this power but it requires Senate approval since it involves making treaties with the recognized country.
