When are the players eligable. It seems like to me it should be before the season. Its not like football or basketbll where they have to learn a playbook/offense or defense?

Short Season / Rookie Leagues start play the latter part of June and their season consists of 70 games. If the 1st year player draft were held earlier, there would be issues due to the fact that high school and college players would still be playing and would risk their amateur status if they signed a pro contract before their college and/or high school season ended.

Usually, a drafted player will be assigned to short season A ball. New York-Penn League, etc. Those leagues start up in late-June or early July. That means they are drafted right before the season starts for that level of player.

Football players are drafted shortly before the first mini-camps begin. Hockey players are drafted only a few weeks before their training camps begin. Same with basketball players. When you look at the minor league system, you can see that the newly drafted players are drafted just before the start of the low A and rookie ball seasons, which puts them in line with other sports that do not have a minor league structure as hierarchical as baseball's.

It is at the end of the high school and college baseball seasons. Most of these new players will go to the rookie leagues where they play a shorter season in the minor leagues.

Because that's when college and high school seasons end.

Eligible players are:
- any high school graduates who have not entered a four-year college
- any junior/community college players
- any player at a 4-year college who has completed his 3rd year
