can some one help me complete the national pokedex and tell me how to trade with wi-fi on pokemon pearl

To trade wifi you need a wireless connection.
To trade with random people go to the GTS and you can look for pokemon you only seen in game. That means you can't ask for mew if you haven't seen him. Battling with other trainers in the unions room doesn't count.
To trade with your friends, you both need to exchange your friend codes.

sure, first you need a wireless router for your computer, if you dont have one, then go to best buy and buy a wifi usb adapter, i have squirtle charmander and bulbasaur if you want to trade
