Filler episodes are arcs unrelated to the manga or main story. This are done in order to give the mangaka more time to complete a current arc. This action can range from a few episodes to whole seasons. In many cases, many long running anime have opted onto doing filler arcs, like bleach, naruto, dbz, one piece, inu yasha, konjiki no gash bell to keep them on the air.

Like many animes, fillers are stories, usually unrelated to the main story, made up to buy time for the manga (the anime book) to progress, since the anime show moves through the story much faster than a manga being created.
Or like in Dragon Ball Z, they would drag on conversation and battles for what seemed like 50 episodes to buy more time.

Since manga takes longer than anime, when they (the people making them) make anime, the anime gets close to catching up to the manga that is out. So, fillers are made up to fill up and take up time, so the anime doesn't pass the manga, which wouldn't make sense, because if it got too far ahead, they would run out of ideas and such. So it's like if the anime kind of stopped and waited for the manga to get further ahead.

fillers are made only for the anime, they have absolutely nothing to do with the manga whatsoever, fillers are just used to buy time for the manga artists to make more manga. But fillers usually aren't as good as the regular arcs are but I would reccomend not watching them

They are basically stories that don't follow the original plot of the manga. As the previous person said they are designed to but time to help the manga artists.
They usually introduce characters and places that are very unlikely to show up in the main plot in the future.

The episodes that basically just get completely off the main story. It's like taking a break from the story. I don't find them that annoying though.

they are ep that almost and sometime have completely nothing to do with the main story. they are just stupid ep to waste time to keep a good distance of time between the manga and anime.
