In-ground would be a vinyl liner, these are superior to fiberglass and some gunite pools There are several different companies to buy kits plus your own labor. You can make the walls out of plastic, steel, Styrofoam or marine board.

If you are talking about a yard pool, the above ground kits are about the easiest and cheapest thing to put up. They come in various sizes and depths.

Yeppers... my brother just called the Army Corps of Engineers and got approval to build a small dam... he now has a half-acre lake that is terrific for swimming.
