That is a horrible observation. Africa is very civilized and with the exeception of some smaller tribal areas people don't walk around naked most of the time.

Whoever told you Africans walk around naked was lying to you.
Most wear clothes; exactly what depends on the specific culture and climate.

Tribes in Africa don't wear clothes because they were never taught to be shameful of their bodies. Growing up in a European environment were are instilled with the idea that nudity in public is wrong.
