Follow the following steps exactly:
There is a registry hack to enable or disable Windows NT TaskManager. The same registry hack applies to Windows 2000 and Windows XP.
Hive: HKEY_CURRENT_USER
Key: Software\Microsoft\Windows\CurrentVersion\Policies\System
Name: DisableTaskMgr
Type: REG_DWORD
Value: 1=Enablethis key, that is DISABLE TaskManager
Value: 0=Disablethis key, that is Don't Disable, Enable TaskManager

----------------------------
Click Start
Click Run
Enter gpedit.msc in the Open box and click OK
In the Group Policy settings window
Select User Configuration
Select Administrative Templates
Select System
Select Ctrl+Alt+Delete options
Select Remove Task Manager
Double-click the Remove Task Manager option

Got XP Home - use the registry edit.

Meantime,as far as i know ,AntiVirus programs only disinfact Viruses and can't restore something back to its original state.

Run "online scanner from kaspersky Russia server, rated # 1 in the world for virus detections. You may only think that you have removed the virus.. Perform the complete scan, will not conflict with your own antivirus. Will kill the virus in real time and the scan can take upto two hours, depending on how many running processes you have and how many programs installed. Scans your entire system. Reboot after the scan and with hope you will have your task mgr., back.

You should be able to bring up the Task Manager by pressing CTRL+ALT+DEL or CTRL+SHIFT+ESC. If neither of those work, possibly try rebooting the computer.
