I was wondering if I could use it in my 07 cobalt specifically, am I just not finding it in the owners manual out of incompetence?

You won't find it in your owners manual because your vehicle is not a Flex-fuel vehicle.
These are the Chevy FFV's:

The engine computers on Flex fuel cars are designed to sense changes in the fuel use when you burn them while driving. The computer will adjust your cars ignition timing automatically to compensate for the type of fuel used. Normally ignition timing is advanced when using biofuels.

The filling cap on flex fuel vehicles should have correct labling specifying the type of biofuels that the car is designed to be able to take normally up to E85 or E100.

The owner's manual will specify what fuels can be used. Flex fuels generally refers to fuels with an increased percentage of ethanol, which will damage vehicles which are not designed to use it. Since the energy content of such fuels is significantly lower than pure gasoline, your mileage will be significantly poorer.

Well no you can't run flex fuel it is not available yet in the cobalt. I sell Chevy's and wish it was in everything but i have heard of some kits you can buy but I'm not sure i would try that.
