You can't. It's illegal and you can get fired.
Talk to your system/web admin.

Just ask your administrator for permission. If they say no, then respect your employer's wishes.

If it says you have to be an administrator, then you are not just trying to download something, you are also trying to install it. There is a HUGE difference between downloading and installing.

Installing unauthorized software on your computer can totally mess it up, and you have a high chance of getting in trouble if it is discovered by an audit, which many companies do and are forced to do sometimes by events and by insurance companies. If you are audited, you could lose your job.

if the security is coming from your computer, it's difficult to go round it but you can try to find the password to enter the administrator account. if the security is from a server, you can try using proxy servers. by proxys you can even bypass servers.

it's not easy and i would be VERY careful with that. Most or all companies monitor internet activity and can fire you at will, for going against their policy.
