Go to IE tools, open and open Internet Options, open security, should be set at med./high. Open privacy, should be set at med., These are your safe default settings. If you want to take the risk, then change the setting to low and you will not be safe when surfing the web. You can do it for the one time download, and reset back to the safe default settings above. Be sure to click on "apply", then ok.

Sounds like maybe a firewall issue.
After checking your Tools, Options (or Tools, Internet Options) settings in your browser, you could go check Windows Firewall (in Control Panel) or if you have some other firewall software in force, such as Norton Internet Security or something. If you're sure about the download, try disabling the firewall(s) and see if it comes through.

I suppsoe it's your IE security settings preventing downloads.If you're sure you you trust the file and the website then allow it to proceed with downloading.Otherwise block it.
And if you can't do anything go to your IE options/Security tab/ and click 'Default level'.
Meantime,more info is needed!

YOU MUST HAVE WINDOWS VISTA, SWITCH TO XP.
VISTA REALLY ISN'T ALL THAT, PLUS VISTA HASN'T BEEN OUT LONG ENOUGH TO WORK OUT ALL THE KINKS. WINDOWS 98 HAD PATCHES OUT SIX MONTHS BEFORE THE OS HIT THE MARKET
