First thing that needs to be changed is the community its self. Stop letting drugs and violence run every ones life. Start working with police to root out drug dealer and other kinds of crime rings to make it a safer place to live. The ghettos will never get better if they don't try to get rid of the people that make it unsafe. They also need to support the youth in getting a good education. Start promoting doing good in school not selling drugs and joining gangs.

Truth be told, the problem is much less physical than it is psychological, social and even spiritual. That is, the government is intent on keeping blacks at the fringe of society. Until Blacks demonstrate that they will not be ignored, that allocating resources away from the ghetto and that militarizing the ghetto are not options, until blacks show their unwillingness to be prejudiced against, I do not see a way out.
Whether it be busing or litigation, it seems to me that traditional approaches to achieve equity will always prove inconsequential because of the manifest desire of the US elite to fragment the poor in order to fend off social change. It is easy to say that if resources were taken away from the myriad of meaningless wars the country gets into and put into educating the country's poor, you would have an equitable society in a generation.
The truth is that such a measure is unwanted by the rulers. The measures that have shown some degree of efficacy in the ghetto have been those that focus on Black self sufficiency, just as the most effective programs in the third world have focused on independence from international capitalism.
My suggestion is that if you intend to better the ghetto, you should look into the activities of the Black Panthers. Offering Free breakfasts, Libraries and teaching Self Defense, as well as opposing the police presence in the ghetto, opposing the war on drugs and managing crime on a neighborhood basis.
Laws today are designed to take crime to the ghetto, that is the main result of the war on drugs. The way to achieve Black prosperity is to oppose elite rule in concert with other minority and dissident groups working against imperialism at home and abroad.

I know in Atlanta, they have shut down some of the old run down public housing units and have offered great deals to developers to come in and build nice affordable housing in place of the old run down buildings, There has been a big push to revitalize down trodden areas and it seems to be working. Of course you mentioned education, which is the only way out of the ghetto. That and personal strength and charactor to rise above a crappy situation.

Get a better class of ghetto dwellers. If you moved everybody in the ghetto into million dollar homes, they would turn them into trash in six months or less.
It's not the run down buildings that's the problem. It's the "run down" character of the people who do nothing all day and expect someone else to make their life better.

The simple answer is to get away from the run down buildings and see how the other half live. Especially if they can rub shoulders with someone of their own culture who has escaped the ghetto and become a success. Not an easy task though if you don't know what you are missing.

Education is the key. I don't think tearing down old buildings will have that much of an impact without educating the people. Investment back into the communites would certainly help as well.

Isn't that why we have the Department of Housing and Urban Development (HUD)? Isn't the government already supposed to be dealing with this issue? Clearly, another example of the efficiency and quality of work of our government.
