It depends on how much light you have. If you have a high light tank (more than 3 watts per gallon) you could use riccia.

Scroll halfway down the article and it will tell you step by step how to grow the riccia. You could try the same method with java moss in a low light tank. I'm also going to try and grow a carpet of clover in my low light tank though I'm not sure how it will turn out.

I don't think there is a plant that will carpet a tank without using CO2... I could be mistaken, but as far as I know all (or at least the vast majority) of ground covering plants require CO2 to survive. Check with http://www.plantgeek.net/forum/index.php to find out for sure. This forum is strictly dedicated to aquarium plants and there are many aquatic plant experts that will help you out much better than I could. Two of my three tanks are aquascaped with a lot of plants, but I chose only plants that were grown easily without the aid of CO2. Seems to me that by the time you set up a tank with the lighting and CO2 requirements for a incredibly aquascaped aquarium like the ones these guys on plantgeek have, you are basically in it for the plants instead of the fish.

You can make a similar "carpet" with Java moss - even have it as a background: http://search.yahoo.com/search?p=moss+wall+aquarium&fr=yfp-t-501&toggle=1&cop=mss&ei=UTF-8

There are pros and cons of each species - the Java moss is tougher, so fish won't eat it as much, but it tends to mat and is harder for the fish to move through: http://www.aquarticles.com/articles/plants/McMullen_Riccia_fluitans.html Riccia also needs brighter lighting.
