It is possible. It's called diphallus, and it would be just like having an extra finger, extra toe, extra whatever.
During fetal development, the penis can get divided by the urethral groove and develops into two separate penises.
Sharks have two penises, so it's not anything unnatural, just a developmental problem or genetic mutation.
Most people can get a surgery to have one or the other removed or have it fused.

I have not heard of anyone born with two, yet, but with all the other strange birth defects it will probably happen sometime
or maybe Siamese twins would that count?

i have actualy seen that very thing in a porno i watched once. it had all kinds of weird **** like that. now i understand it could very well be fake but i guess it could happen.
