I've tried hot soapy water, scraping it and scouring it and it won't budge. As it was underneath the rug it has gathered dirt etc through the years and I desperately need to get rid of it. Any tips for removing it would be most greatful.

Mineral spririts should soften the glue and not damage the tiles. Soak a rag and hold it on the glue for a few minutes.

Try Goo Gone, Goof Off or WD-40

who glues a rug to the floor?
try a flame thrower.

lol. jk. acetone nailpolish remover will clean anything.
