My Internet Service Provider is reluctant to bump the speed even though I am playing for it?

The ISP is SBC AT&T , is there a specific reason that they do not want to give higher speed?

Unless MANY people call and complain about the speed, they won't do anything. The reason is: if they can get lots of money without upgrading everyone to a faster speed (which is more money out of their pocket), they will.
