If your 15th birthday occurred in 1914, then the year of your birth is 1899. If your 16th birthday was not until let's say, for example, July of 1914 and the current month was prior to your actual birthday, then you are still technically 15 until your birthday in July 1914. This would mean that your birth year is 1898. If this is the case, then you'll be 15 until you turn 16 in July of 1914. See? It all depends on when your birthday is and at what point during 1914 you're speaking of.

Depends on what month you are talking about in 1914.... You could be born between 1898 and 1899 and be "15 " at some point during the year....
