going with a couple teams that might actually have the #1 pick
Detroit and Cleveland are both terrible
and Oakland's offense is still pretty terrible
so go with those three over KC Washingon and probably Tampa Bay
note- one man (Calvin Johnson or Brady Quinn/Joe Thomas) will not improve your team THAT much....in spite of what a few crazies seem to think

Oakland or Cleveland. Neither draft will have an impact this year. First year QBs and OL don't come in and contribute, but first year receivers DO, so only Detroit will improve from last year's basement dwellers.
A few of the answerers above need to look at the upcoming schedule, where Detroit should be 5-11 or 6-10 with the Tiki Barber-less Giants at home, Tampa and Green Bay at home, and Kansas City and Minnesota at home. I don't see any road wins besides maybe Oakland in the first week.
Oakland gets San Diego twice, Jacksonville, Indianapolis, Denver twice and Chicago once. Even road games at KC, Miami, and Minnesota should be tough. A 3-13 or 4-12 team.
Cleveland should also go 3-13 or 4-12, depending on whether they can beat SF at home and Buffalo at home. I say one of 2 of those games leaves them at 3-13.

This year, the worst team will be detroit.
No O Line equals little running game, and a lot of pash rush. I've said this before, but the pick should have been Joe Thomas. Also, that Dre Bly trade got Detroit two people that Denver would have cut at the end of the season, and they lost a high caliber DB. That secondary will have a lot of trouble.
Their D Line is still extremely weak, and their secondary will be banged up as well. Personally, the only strong point Detroit has is their WR core. The QB is mediocre, and RB's are injury prone.
In addition to all this, Detroit has a tough schedule, and I'd expect them to lose at least 12-13 games this season. Who knows? Maybe Millen will select DeSean Jackson, or Mario Manningham as their first pick...

How did nobody answer Green Bay? Favre got older, and the team got worse. I'm not sure I expect them to be the worst, but I at least expect bottom 5.
1. Tennessee
2. Oakland
3. Tampa Bay
4. Green Bay
5. Cleveland
Expect at least 3 of these teams to have picks in the top 8. The NFL is fairly unpredictable. Teams in the bottom 10 that I expect to have winning seasons in 08 include Arizona and Miami. Maybe Atlanta.

I want to go with Oakland, but there Defence is going to be great and win a few ball games for them.
I am going to go with the Atlanta Falcons, not because they are going to be the worst team (but there record will be) I can't see them beating New Orleans or Carolina once (so that's four loses). I also think the Buccaneers are not bad as there record last season. Plus Adams passing rushing, and Garcia QBing is an improvement. Their schedule is tough. Atlanta is going to have a whole new system and a learning curve. Over rated rushing Offence, Defence that can't stop the pass, and not great against the run. Losing Kerney drafting Anderson to replace a big? Maybe the Skins are worse but should split the series with Giants, and I am not sold on the Cow girls.
Also Dog fighting promoter Vick will be suspended some games. Which leaves you Harrington or Redman. Good luck.

I beleive that it will be Detroit for several reasons. Oakland just got a new QB in Russel. He is a QB that seems remarkably similiar to a Vince Young except in speed of course. They are both big QB's who could take hits and aren't afraid to run in the ball. We all saw what Young did towards the end of the season. Tampa Bay just edges out Detroit for no particular reason other that that Detroits morale, i would imagine, is far more disrupted than TB.

Tampa could improve with good QB and RB play. Washington won't be the worst but won't be the best either. Kansas City could be horrible with weak QB but they will ride their RB. I would go with Detroit or Oakland as the worst team in the NFL.

I'd have to say Washington just because they didn't have but like 3 picks in the draft and they have too many holes to fill all over the ball. What the Redskins have needed their entire franchise is a good QB. Not nessisarly a Peyton Manning or a Tom Brady but a Bulger type of guy. They Get the First pick and take a QB.

Tennessee Titans. Vince Young is the real deal, but he has no weapons. The best WR Drew Bennett left, the best RB Travis Henry is gone. Lendale White has talent, but last I heard he was way overweight. Chris Henry, their draft pick, is a workout warrior and didn't really produce that much in college. Titans D is good, but the offense won't be able to move the ball much and cause the D to be on the field too long where they will eventually wear down.
