Who has custody?
Can children actually be considered abandoned if they are with a custodial parent?
Certainly, she's having a pretty bad time figuring out her priorities right now, but it's not like she left them out on the street or alone at home. She brought them to their father.

It depends on the state. You need to contact the police department and Social Services to ask them.
I would stay out of it. A lot of ex wives who have done all the full time childcare get angry at their ex husbands for having more freedom after a divorce. She might be doing this to blow off some steam and prove a point to your friend about what it really takes to care for kids daily on your own.

That is between your friend and his ex wife. Did she sign over custody of the kids to him? Did she sign away all of her parental rights? If he is confused then he needs to seek legal help.

Depends on the state where you live. Contact the police and a good lawyer. The police so there's record of her being picked up - and a lawyer to handle the rest.

I think the legal time frame is like 6 months or a year not sure he should check into and if I where him I wouldn't let her take them back who knows she might try to leave them with strangers. She sounds like a typical crackhead.

It is 1 year in the state of Georgia... not sure in other states. And it has to be NO contact... If she calls them, but doesn't see them, it wouldn't be considered abondonment.

if her ex husband has the kids there no need to worry, but if someone (friends) or (neighbor) else has the kids, call social services or the cops
