I've painted homes for over forty years and I've never had to roughen up wainscot. I would use a gloss finish in white preferably. It makes a very rich looking finish. All my rooms have it.

If you are very detail oriented. I personally can't all those lines and you keep having to go back and make sure that you don't have any drips, but if you take your time and do it right it could be beautiful.

One quick note, if you have a semi-gloss finish on it, you will have to rough it up with sandpaper before you begin
