have you used add/remove programs from the control panel while in safe-mode? If not, try that and also make sure that you turn it all off first. You might have to uninstall the symantec liveupdate thing first.

First look on the program itself for an uninstall
start > all programs > norton antivirus 12004 ( or symantec or norton whatever) look for an uninstall close to the bottom
If not reinstall the norton antivirus reboot and look again as you did
note: you can go foreward with norton but not backwards ( i.e 2003 ,2002 etc)
at the worst go
my computer > c drive > programs > norton antivirus or symantec ( assuming you have no other norton products)
try to delete the folder as a last resort
if it does not allow you
reboot into safe mode ( f5 or f8 on booting into windows)
this is only a last step - not a first
it is like pulling our a cancer and will cause a lot of problems
try the other steps first

Well it probably will always be there because if you ever did a system restore, it would be back. But all you have to do is make sure that the firewall, antivirus, internet, and updates programs are all UNINSTALLED from the remove programs list. Thats all i can tell ya :)

I will bet you that all of the answers you have received, that you are still unable to remove Nortons, garbage. Nortons has been slick with advertisements for many years, to sucker people into buying pure junk. If and when you are ever able to remove the program you are left with over 375 fragments glued to all your files, folders, registry and hidden all over you system. (I test antispyware/antivirus in my spare time). Learned the hard way with Nortons.
If you download this free tool, Delete Doctor 2.1, this software is able to override all write protected files, folders, dlls and registry keys and delete them.
http://www.download3k.com/Install-Delete-Doctor.html
Install and follow the instructions. Here is a little help. When you install the program go to browse, open my programs, and look for Nortons. Then double click on the file, continue to double click on files until you get the same icon for Nortons that is on your monitor. This is the file you want added to Delete Doctor. Then click on "delete file when you reboot your system.
Now reboot your system, and when you programs load, open start, open run, browse, open program files and look for Nortons, and delete the file. (Still more to go). Now go back to start, open search files and type in, Norton and let your pc scan for Norton. When any related files are found, delete from the top down. Also try typing in Symantic, (or how ever it is spelled), and allow a scan of your files, same if anything found with this name delete from the start.
This was the only way I was able to clean the entire mess up.
If you really want state of the art technology that is light years ahead of any other antivirus, that I use and the Govt., of China uses, you pay a one time fee for life of $29.99. You get all updates and new versions for life. Two background scanners, one for viruses, spyware, and one for Dynamic Defense System, catches, webpages, downloads of software with no certificiate, owner names, etc. etc. Plus uploads any trace virus in real time for automatic investigation and will advise you what steps you desire to take. http://www.filseclab.com

It won't remove from removing programmes and you can't remove the symantec live update until the norton has gone. Catch 22

Follow Technician's advice. Using the removal tool is the only way to get rid of it.
Am only adding this answer coz I wanted to say that Norton's sucks man balls. McAffee's is much better.
