What differentiates them from men is this:

There are a few VERY violent men, but there are many average guys who are not.
There are not many VERY violent women, but the majority of average women are cruel and mean, at least emotionally and verbally.

Of course, there are a few very good men and a few very good women.

I'm afraid a lot of the vindictive and emotional cruelty in the women you mentioned goes back to a time before we had any rights on par with men. Undermining others (women, men), manipulation etc was how we survived, especially at the higher levels of society. If you wanted to be the king's mistress but there were other ladies standing in your way, you might have to covertly cause a few heads to role first.

It is yet another outmoded social tool from human history.

I find that venality (the name of the character quality that you refer to) usually follows insecurity and a lack of power or control over one's life.

Regardless of sex, people in a powerless situation become petty, backbiting, depressed and controlling.
