Bullying in schools and on the streets is blighting the lives of hundreds of thousands of children and young people. Victims feel that they are ignored and some are even stopped from going to school by head teachers on the grounds that it is for their own protection. This is a very negative approach to bullying and can encourage even more bullying as the bullies will think they are above the law.
I think there should be a policy of zero tolerance, bullying should come under the law the same as any other violence. Since it is children doing the bullying a separate scheme should be set up just for school children between the ages of 10 and 17.
This is how it could work:
In the first instance there will be a warning, secondly a fine and then Community Service.
The police will visit every school at the end of lessons to speak with those accused of bullying.
Every school will keep a Bullying Book where all reports of bullying will be recorded along with evidence from witnesses if available.
Once the complaint has been recorded the offender(s) will be informed of the complaint against them and told to stay behind after school, parents will be informed.
If they admit the offence they will be given a warning and it will be written in the book. If they deny the offence but it has been witnesses, then they will receive a warning. If they deny the offence and it is not witnessed, a record is made of their statement .in the book.
If a person has a second complaint made against them, it will be entered in the book and then they will be instructed to remain behind after school where they will be interviewed by a police officer. If found to be guilty they will incur a £40 fine which has to be paid within seven days. Failure to pay the fine will automatically result in the child serving a period of 5 to 15 days Community Service.
If a third complain is made against an individual, they will automatic be given Community Service.
For children aged 10 to 12 years old they will serve 5 days Community Service.
Children aged 13 to 15 will serve 10 days.
Children aged 16 to 17 will serve 15 days.
Since Community Service is a positive scheme were they will be doing something positive to repay society in a safe and controlled environment, this should not be seen as a punishment, but more of a learning opportunity where they can reflect on their action and hopefully adjust their future behaviour.

When I was younger, I was bullied by bigger and stronger kids. I started fighting back and beating up these bigger and stronger kids until I was no longer picked on and then I was the 'top dog.' I never really picked on or bullied others but my friends did. When I was a senior in high school, I started telling the people bulling others to leave them alone. Sort of defending the people being picked on as I knew no one would want to fight me.
Bulling is wrong and as other have mentioned, the schools are starting to resort to a no bulling tolerance, which my childrens school has in place. Since I'm in law school now, I tell my kids that anyone touching you, pushing, punching or even verbal threats are to be reported to the teacher/school. Also, they should not be the one's doing these to other kids becuase they would be in serious trouble with the school and at home. There are legal ways of squashing these abuses (assault or battery) and these things need to end, as they will only lead to problem in adult life later. The bullies might think its fun or innocent but its not, its a legal matter and if the schools won't address them, then the parents need to take these matters to court and have the legal system end them (restraining orders, etc...).
No one wants another Columbine on their hands: that was the prime example of what can happen if bullies aren't stopped by the school. The schools have a duty to protect the students there and if no one will listen to the students, then some students will get frustrated and we don't need them to take matters into their own hands. But ultimately, its the job of the parents to talk to their children about bulling, that its wrong and could lead to other serious problems.

No bullying in any form is right
yes I was from 11 - present
and I also did bully kids smaller than me but only because I had to hit out, I'm 40 now and this is going back 30 years but I can feel the same terror and rage that I felt as a young school kid. It's not nice being picked on cos your small and it's not nice finding someone smaller to pick on in the hope it will make you look HARD(Yeah right)
Been there done it got the t-shirt and the bruises(well they've gone now but I had them)

I hate bullies too, the are nothing but little insecure people who bully people just to make pathetic little lives feel better. I think being mentally bullied has a greater affect on someone life then being physical bullied. Emotional scars can run deep.

The effects of bullying can be serious and even fatal. About 85% of bullying victims suffer long term psychological damage and stress related disease later in their lives. Direct bullying involves a great deal of physical aggression such as shoving and poking, throwing things, slapping, choking, punching and kicking, beating, stabbing, pulling hair, scratching, biting and scraping. Doesnt sound too nice really. I truly despise bullying in every form. Often time the person you are bullying can't help what ever you are bullying them for. It's definitely wrong.

I absolutely cant stand bullying its just people singling out someone who is weaker than them to make themselves feel better about someselves or to look good infront of the peers. Even though the bully is in the wrong the person who is doing the bullying needs help to deal with their issues as well as the victim

I think it is very wrong no matter what age you are. Someone always get hurt and there usually isn't a good reason for it in the first place. I don't agree with it at all. I have never being bullied. My grandniece was bullied recently at school and she is only 4 her mother went to the school to get it sorted out.

I have been bullied and I didn't like it a bit. The neighborhood bully would sometimes hit me as hard as he could in the solar plexus, it was a huge shock to my whole body, I'd just collapse on the street and lie there trying to get my breath back. Barry was his name. I sure hope he's being used for medical experiments some place. There was also bullying in school and it made me hate school and avoid it as much as possible. I never thought of school as a place I even wanted to be until I got to college and it dawned on me that people would not be calling me names and insulting me and picking fights--then I began to enjoy going to class instead of seeing it as a pointless task that only enabled jerks to harrass me. Why schools permit this is totally beyond me. They know it goes on.

It's wrong and cruel for people to bully others and more often then not the bullies are only using their victims as scapegoats for their own low self esteem and problems. Bullies bully others because they feel powerful and strong doing it, or want to fit in with their friends.

SCHOOL DAYS SHOULD BE THE HAPPEST DAYS OF YOUR LIFE Bullying must be stamped out and schools must accept they have this problem in their school and deal with it . Easier said than done? How many more people have to kill them self's because bully's have destroyed them and their self respect. If a victim of bullies dies because of being bully-ed then it is at least manslaughter if not murder . They took that persons life as surly as if they had shot them.Bullies are cowards .
