I got two references, one for the history of Sushi and the other for the oldest sushi restaurant.

BOOK: "The Sushi Experience: Everything You Need to Know About Sushi: Understanding It, Making It, Enjoying It" (Knopf, 280 pages).

AUTHOR: Hiroko Shimbo is a trained sushi chef, food consultant, and an award-winning author on Japanese food

Itto Sushi Restaurant

Chicago, IL 60614
Phone: (773) 871-1800
Fax: (773) 871-1800 We are the oldest Japanese Restaurant in Chicago, located in the heart of Lincoln Park.

But i don't know who commissioned it. The governor of Chicago maybe?

The first ever sushi restaurant in America was in Los Angeles where fresh was readily available from the States and Japan. The first ever sushi in Japan? Well that was during the Edo Period where peasants sold sushi to the Samurai as snacks or street food. Hence the label "Edo-mae Sushi". It's specific to that era.
