is expected to be above freezing (I know it's due to ground frost) but at other times in the summer, not issued, despite the same forecast low again?

Well, for frost to form (and damage crops and flowers) it has to be below 32F within a foot of the ground. If the ground is warmer that 32F by much that is unlikely. But also, the air has to be still enough for the air to be cooled by the ground. If it is not a calm night, then the moving air will mix at various levels and normally frost will not form (although fog may.)

The National Weather Service will issue a Frost Warning when it is the first frost in a extended period of time. For example, if you had had spring like conditions for a month, then suddenly a rapid cooldown were to bring a frost, then a Frost Warning would be issued.

Usually when winter time comes, you will get one Frost (or Freeze) Warning at the start (first frost and/or freeze), then never again throughout the winter.

mainly because its to let you know that the frost is imminent in the area. meaning somewhere in your city or county there will be frost and this will cause harm to some plants and crops.

short answer is to let people know to cover their plants up so they dont die
