You obviously didn't read this article well. What he's saying is that we have to stop putting pressure on a new government to succeed so quickly. He's not saying the "surge has failed." It's STUPID to expect a brand new government to be up and running with no help in just a year (it HASN'T been FOUR years, like Dems would like to have people believe -- the government's only been up and running for one). It took the US a long time to get its government up and running smoothly. These things take time.
