Statistical calculations applied to exit polls allow news organizations to announce the winner immediately after polls close. In the US, before the 2000 debacle, news organizations routinely announced the winner even before polls closed on the west coast.

Cuba and Venezuela. Iraq use to under Saddam, but after his early departure from the political scene, their results take a little longer to count.

the U.S. mainly, becuz of the electorial college. it's thier votes that actually make the difference. the peoples vote is merely 4 show 2 make people think that thier making a difference, when n all actuality, thier not!!!
