They don't have any competition, so they don't have to strive for good customer service, better products, whatever....
Monopolies aren't good for the consumer- all they do is create stagnation, crappy customer service/products.... A free economy is best for the consumer.

I hate to say this but it is almost always that way. However when I was in Viriginia the Charlottesville DMV was the nicest place and people there were trying to be really helpfull.

Because their operation is not one searching to win over people with their excellent customer service. They are not Neiman Marcus, they do not need your patronage to enable their company to survive, you need them. Side note: You are dealing with the State Government.
