thats one of the stranger things Ive heard in a while, since the grocery sewlls vinegar for like, $1 a bottle. Anyway, market it as a sunburn remedy. Its actually one of the best remedies possible, its cheap, and it is that time of year. Good luck.

Put the vinegar in attractive glass barrels with a tap at the bottom. Next to them place different shaped glass bottles and then sell it per 100 ml or whatever. I assume you have different flavours.
Next to it place books with vinegar recipes etc.
Put vinegar related products near that - kitchen utensils, plates and bowls with motifs etc. Pack some vinegar bottles into gift hampers with the other products.
Sell the vinegar by country/region and pack with other associated products from that region.
Boil up some honey and vinegar drinks and give them out in little cups for people to taste and tell them about the health benefits.

This can probably be a great product to sell if you do it right: Vinegar can be used for almost anything. I keep some in my house for projects like unclogging drains (pour baking soda in the drain, and follow with vinegar.) It works better than the Draino because it doesnt have a bad smell to it. You could use those tips in posters, flyers, etc. Or, you could even start your own website and ask your customers how they use the vinegar they bought from you.

Vinegar is very hard to find. It's not like you can just buy it at the grocery store. And, if you can find it, you will pay a fortune for it! Isn't it like $2 a gallon? What kind of store is it that sells vinegar? A douche store?

Why vinegar? As the owner of a retail store, isn't your real objective to make money? Wouldn't you be better off spending you energy getting more people in the store?

With so many people concerned about whether a product is healthy to use or not, I would promote the fact the vinegar is a safe and healthy alternative for cleaning and disinfecting. It is natural and cheap. So many people today are starting to buy 'natural' products to help remove the harsh chemicals out of their homes. Just a thought.
