different manufactures do make a rack repair kit. It has covers to go over rusting ( a bit ) tines and epoxy to hold in place . if its real bad, replace rack if d/w is is reasonably good shape. ( don.t use any paint meant for EXTERIOR appliance repair on interior of a d/w, its toxic!)

Clean off the rust with sandpaper and then apply a coat of enamel appliance repair paint. You can get this at Home Centers and appliance sales stores. Comes in a small bottle and some have an applicator brush in the cap.

Most any appliance parts store can sell you a new rack for that model of dishwasher..well worth the money

Many of the "junk" catalogues like Lillian Vernon sell rubber caps that you place over the top of rusted diswasher prongs.
