I agree with the Suey for the hogs as remember J.R.Cash grew up as a farmer's son (only after leaving the farm did he become Johnny cash)
But artists use different sayings when singing I find to move a song or to change something up... It might be a slight to Cash in the song as it changes up a little in the song after that point...

"A boy named Sue"....and on the other hand , many pig farmer's yell "suey" to call the pig's to come eat......Suey is definetly not in Webster's......I myself would go for # 1......

It was about the prison guards, cops, and any law inforcement.Johnny never did like cops so he made the Prisoners happy when he yelled it out.Always in Folsom Prison Blues he yelled it out live or not.

when I was a young girl living on a farm that's what we'd yell every morning and evening to bring the cows to the barn for milking. It also will bring the hogs to the barn.
