You probably have a bad relay. Have the system checked by a professional. This will take some testing equipment that most shade tree mechanics don't have.
It shouldn't be too expensive. unless it is the motors, and the motors rarely go in pairs so that is very unlikely.

It is most likely the relays or there was a condition several years ago that GM found a cure for this with a repair kit released. It was found under a product service bulletin and was a very simple permanent solution to this problem. Go to your dealer and ask for some help regarding this and they will be able to provide the paperwork and the part numbers for the repair. It wasn't that hard of a job to do to fix this either. Like previously mentioned, either relay or motors, more likely it's the relay if they are both stuck open. The same thing happened on my '99 several years ago, it was the relay. There are manual knobs under the hood right next to each headlight to lower them if you want.
