If you right click on the toolbar and where it says lock toolbar, if there is a tick near it un-tick it then hover your cursor over the toolbar.
Then when the black "expand cursor" (when you change the size of a window) comes up you should be able to pull the start toolbar up again and then just right click, and lock again and that should fix the problem.

For some reason your Task Bar has been set to "Auto Hide". Right click in an open space on the Task bar, and then choose properties. Remove the check mark from "Auto Hide Task Bar", click "Apply" and then click "Ok".

You have auto-hide enabled. Right click on the start bar, click properties, go to the taskbar tab, and de-select "auto-hide the taskbar".

You must have set it to auto-hide.
To disable, you right click on a blank area on the start bar and click properties.
Uncheck Auto-hide the taskbar.

go down to it so its up and right click on it and go to properties under taskbar apperince there is a checkbox that says auto hide the taskbar be sure that is NOT checked
